What permits are required for a BESS?

The storage system connects as a separate grid unit, which is why it needs its own technical-economic information document (MGT) and connection agreement (CST) — even if it is added to an existing solar system; in that case the existing connection agreement must also be amended. On the building side, an important specific feature is that under VET 119/E. § the building permitting rules must be applied to storage regardless of its rated output capacity — in other words, the 0.5 MW threshold known for power plants does not apply here. On the MEKH side, above 0.5 MW a separate consolidated electricity storage license is required under VET 90/C. §. Toward MAVIR, aFRR accreditation is mandatory from 0.2 MW of charging or discharging power, either directly or through an aggregator. If solar and storage are built together, the MEKH licenses run separately: one for generation, one for storage. Finally, fire protection: when placing lithium-ion containers, compliance with fire separation distances and fire suppression requirements is mandatory, and these often also determine the installation location.
