What permits are required for an industrial solar system?

The obligations fall into four pillars: the distribution side (grid connection), building, MEKH licensing and MAVIR accreditation. Below 50 kVA, when connected to the grid, the system qualifies as a household-scale small power plant, and a notification to the distribution system operator is sufficient. Between 50 kVA and 0.5 MW, a technical-economic information document (MGT) and a connection agreement (CST) with the distribution system operator are required, and the rules of electricity-industry building permitting must be applied; a MEKH license is not required in this band. Between 0.5 MW and 5 MW, these are joined by a MEKH consolidated small power plant license or a self-supply generation license. Above 5 MW, the system falls into category C, where aFRR capability also becomes mandatory, and above 50 MW a generation operating license is required. Island operation is a separate case: if the system does not feed into a utility network, then up to 0.5 MW no connection, building or MEKH licensing obligation arises. ICP carries out the entire procedure, from classification to the occupancy permit.
