If the 30% storage obligation is suspended, is it still worth installing a BESS?

Yes, and the main reasons do not stem from the obligation. First, the suspension is by its nature temporary: if it is revoked, retrofitting is considerably more expensive than if the storage system had been given space and connection capacity in the original design — even if the installation itself only happens later. Second, the storage system’s own value creation exists independently of the regulatory obligation: intraday arbitrage on HUPX price differences, peak shaving that reduces the contracted capacity charge, and the use of solar surplus that would otherwise be lost because of the reverse-power limit or clipping. Third, storage accredited for aFRR can also generate revenue on the balancing market. Fourth, storage of at least 0.5 MW is eligible for a transmission charge discount: until December 31, 2026 it is exempt from the transmission volumetric charge on the smaller of the quantity drawn and the quantity fed in. Together, these typically settle the decision before the question of the obligation itself does.
