Permitting
Permitting is the longest lead-time part of the project. We handle the entire process from the grid connection application through to the operating permit and — where required — aFRR accreditation, with swift nationwide administration across the distribution system operators. You never have to navigate the regulatory and DSO procedures yourself.
The four pillars of permitting
1. Grid connection (DSO)
OPUS TITÁSZ / E.ON / MVM Démász — depending on the region. Technical and Economic Information (MGT), Connection Plan (CST), Grid Connection and Grid Usage Agreement.
2. Construction side
County Government Office (technical safety competence). Construction and occupancy permits under Government Decree 382/2007.
3. MEKH (economic side)
Consolidated small power plant, self-supply generation or storage licence under the Electricity Act — depending on size and technology.
4. MAVIR (system level) — aFRRAutomatic frequency restoration reserve — a condition of grid connection above 50 kVA.More in the glossary →
aFRR accreditation and operational agreement. Below 5 MW via an aggregator.
Permitting obligations by size
Solar PV — grid-connected systems. The exact classification also depends on the connection point and the voltage level.
| Size | DSO | Construction permit | MEKH licence | MAVIR aFRR |
|---|---|---|---|---|
| ≤ 50 kVA (HMKE) | HMKE notification | — | — | — |
| 50 kVA – 0,5 MW | MGT + CST | Yes | — | — |
| 0,5 – 5 MW | MGT + CST | Yes | Small power plant / self-supply | Optional (B) |
| 5 – 50 MW | MGT + CST | Yes | Small power plant / self-supply | Mandatory (C) |
Battery energy storage (BESS). Under §119/E of the Electricity Act, construction permitting applies regardless of rated capacity.
| Size | DSO | Construction permit | MEKH licence | MAVIR aFRR |
|---|---|---|---|---|
| < 50 kVA | HMKE-equivalent | — | — | — |
| 50 kVA – 0,5 MW | MGT + CST | Yes (VET §119/E) | — | ≥ 0.2 MW: mandatory |
| ≥ 0,5 MW | MGT + CST | Yes | Consolidated storage (§90/C) | Mandatory |
Indicative summary based on ICP’s internal permitting matrix; the classification of each specific project is determined individually. On a shared connection point, PV and BESS capacity must be aggregated when determining the aFRR category.
Swift nationwide permitting with DSOs
Handling the DSO application, the technical documentation and the connection agreements with all three regional distribution system operators. Obtaining the regulatory permits (construction, MEKH) and comprehensive administrative support throughout the permitting and commissioning processes.
Mandatory balancing energy market contracts — aFRRAutomatic frequency restoration reserve — a condition of grid connection above 50 kVA.More in the glossary →
Above 50 kVA, aFRR capability is a condition of connection. We assist in securing the mandatory balancing energy market contracts and — below 5 MW — in arranging participation through an aggregator.
Frequently asked questions
Whose name are the permits issued in?+
The permits are issued in the name of the client (the owner or operator of the site), since they hold the grid connection and the generator status. ICP carries out the full administration and actively coordinates the process, but the permit holder is the client.
How long does permitting take?+
Lead time depends on size and on the permitting route. An HMKE notification is fast; larger projects requiring a MEKH licence can take several months, since the MEKH licence presupposes a final construction permit. aFRR accreditation has its own lead time. By running procedures in parallel we minimise the overall duration.
