Which building and MEKH permits are required?

The answer depends on size and technology, which is why ICP uses a permitting matrix on every project. A grid-connected system below 50 kVA qualifies as a household-scale small power plant (HMKE): a notification to the distribution system operator is sufficient. Between 50 kVA and 0.5 MW, a technical-economic information document (MGT) and a connection agreement (CST) with the distribution system operator are required, and the rules of electricity-industry building permitting also apply — a MEKH (Hungarian Energy and Public Utility Regulatory Authority) license, however, is not required in this band. Between 0.5 MW and 5 MW, in addition to the above, a MEKH consolidated small power plant license or a self-supply generation license is required. Above 5 MW, the system falls into category C, where aFRR capability also becomes mandatory. Battery storage must be handled separately: under VET 119/E. §, the building permitting rules must be applied to storage regardless of its rated power, and above 0.5 MW a separate electricity storage license is also required. We always determine the exact obligations based on the specific connection point and power.
