SCTE

SCTE is the category of small power plants that exceed the HMKE threshold — typically in the band between 50 kVA and 0.5 MW. It requires a MEKH notification and a grid connection agreement (MGT) with the DSO.

Above 50 kVA, the aFRR obligation applies: MAVIR accreditation and controllability are a condition. Above 0.5 MW, a MEKH small power plant operating license is required (with a lead time of months).
