GBER

The EU General Block Exemption Regulation, which sets the maximum intensity of state aid — for battery storage, 50% for small enterprises.

The GBER (General Block Exemption Regulation) is the EU regulation that determines how much state aid can be granted without prior approval. For energy investments, the ceiling of the combined aid intensity is: small enterprise 50%, medium-sized enterprise 40%, large enterprise 30%.

This rule links the Jedlik grant and the TAO tax allowance: even together, the two may not exceed the size-based ceiling. If the grant does not exhaust it, the remaining headroom can be filled with the TAO allowance.
